- CoL index (NYC = 100) โ A score of 50 means roughly half the cost of New York City for a comparable lifestyle. Indices are mid-range estimates (Numbeo / ECA methodology) and vary significantly by neighbourhood and spending habits.
- English prevalence โ High: English is an official or de-facto business/daily language. Med: English widely spoken in expat areas and business contexts but local language dominates daily life. Low: English is limited; learning the local language is strongly recommended.
- Healthcare quality (1โ10) โ Composite of public system ranking, private hospital availability and standard, health insurance accessibility, and expat reviews. Higher is better.
- Safety (1โ10) โ Composite of Numbeo crime index (inverted), Global Peace Index score, and expat community feedback on day-to-day personal safety. Higher is safer.
- Expat populationโ Approximate figures drawn from national statistics, InterNations data, and academic migration studies. "Expat" here includes long-stay foreign nationals (retirees, remote workers, international employees, digital nomads) but excludes short-term tourists.
Regional highlights
Southern Europe
Portugal (Lisbon, Porto) and Spain (Madrid, Barcelona, Valencia) dominate for EU residency seekers. Portugal's D7 Passive Income Visa and Spain's Beckham Law are the standout fiscal tools. Greece's 7% flat tax for foreign retirees makes Athens increasingly attractive.
Eastern Europe & Caucasus

Southeast Asia

Latin America
Buenos Aires offers extraordinary value for USD/EUR earners (ColI 30) after years of peso depreciation. Medellรญn has undergone the most dramatic safety transformation of any city on this list. Montevideo is LatAm's stability champion.
Middle East
Dubai's zero-income-tax, 10-year Golden Visa, and world-class infrastructure make it the dominant Gulf choice. Tel Aviv is the region's tech capital but carries higher security considerations and the highest cost outside Singapore and London.
Africa
