Andorra is not an EU member but is entirely enclosed by France and Spain and in practice follows EU-equivalent pet travel standards for animals crossing into its territory: a pet passport or equivalent document, ISO microchip, and current rabies vaccination, with no formal quarantine for compliant pets. Because Andorra has no airport or dedicated veterinary border authority of its own, enforcement is effectively delegated to French and Spanish border posts, and requirements can feel informally applied compared to a full EU member state. Non-EU-origin pets transiting through France or Spain to reach Andorra must still satisfy full EU titer-test and waiting-period rules at that border.
