Albania is an EU candidate country (negotiations opened October 2024) with a low cost of living, no Schengen membership but visa-free Schengen access for Albanian citizens. Long-stay residency for non-EU foreigners is via the unique 'unique permit' (employment + residence combined) or the recently-launched Digital Nomad Visa (2024). Albania expanded its descent regime in 2020-2024 to facilitate diaspora reacquisition particularly for ethnic Albanians in Kosovo, North Macedonia, Greece, Italy, Switzerland, and the United States. Naturalisation by residence requires 5 years and Albanian B1 language proficiency. The 2024 Tax Reform introduced a 15% flat personal income tax replacing the previous progressive system.
