🇸🇬 Pet Import to Singapore

Singapore's Animal & Veterinary Service (AVS), a cluster of the National Parks Board (NParks), governs all pet imports under a strict country-category system based on a nation's rabies status and disease control standards. Category A countries (Australia, New Zealand, UK, Ireland) face the lightest requirements — provided all documentation is met, pets may undergo a shortened approximately 10-day home observation rather than facility quarantine. Category B countries (EU member states, USA, Canada, Japan, and select others) require a minimum 10-day quarantine at the Sembawang Animal Quarantine Station. Category C countries (most of Asia, Latin America, and Africa) face a minimum 30-day quarantine. Category D (high-risk nations) are assessed case-by-case and may involve extended quarantine periods exceeding 30 days. All imports — regardless of category — require an AVS import licence applied for at least 30 days before the intended arrival date. An ISO 11784/11785-compliant microchip must be implanted before any vaccinations are administered. A rabies vaccination and a FAVN titer test result of at least 0.5 IU/ml are mandatory for Category B, C, and D imports; Category A pets still require rabies vaccination. A veterinary health certificate issued by an accredited government vet within 7 days of travel is also compulsory. Quarantine must be served at the Sembawang Animal Quarantine Station — advance booking is essential as capacity is strictly limited. Costs vary considerably by category, length of stay, and species. Singapore prohibits ferrets entirely as pets. Banned dog breeds include pit bulls, akitas, filas brasileiros, neapolitan mastiffs, tosas, and several crosses. HDB (Housing Development Board) flat residents are limited to one small-breed dog per household; private and condominium housing rules differ. A maximum of three animals may be imported per permit. CITES regulations are strictly enforced for exotic species.

Transport

All pets must enter through Changi Airport and are handled exclusively via Singapore Airlines (SQ) cargo — no in-cabin pet travel is permitted on any airline into Singapore. Upon arrival, animals are transferred directly to the Sembawang Animal Quarantine Station (operated by AVS/NParks) where they must complete their mandatory quarantine period.
