Romania applies the standard EU intra-bloc pet movement regime: microchip first, then a valid rabies vaccination at least 21 days before travel, recorded in an EU pet passport (for EU-issued pets) or an EU animal health certificate (for third-country pets). No quarantine applies to compliant pets from other EU/listed states. Common failure points include vaccinating before microchipping (invalidates the timeline), missing the 21-day rabies wait for first-time vaccinations, and third-country pets arriving without the mandatory rabies antibody titer test and 3-month post-test wait when coming from unlisted, non-EU countries. Commercial movements (more than 5 pets, or non-owner travel) trigger stricter Traces-NT/customs veterinary checks. Airlines also impose their own breed and crate rules independent of Romanian customs law.

Transport
