🇭🇰 Pet Import to Hong Kong

Hong Kong's pet importation is administered by the Agriculture, Fisheries and Conservation Department (AFCD) under a three-tier country group system that determines quarantine requirements. Group I countries — including the United Kingdom, Ireland, Hawaii, Australia, New Zealand, Japan, and Fiji — enjoy quarantine-free entry provided the owner holds a valid AFCD import permit, the animal is ISO-compliant microchipped, and core vaccinations are current; a Special Permit is not required for this group. Group II countries — including the United States mainland, Canada, EU/EEA member states, South Africa, and South Korea — may also achieve quarantine-free entry, but only if a FAVN rabies titer test result of ≥0.5 IU/ml is recorded at least 30 days after the final rabies vaccination; alternatively, animals from Group II may undergo home or AFCD-centre quarantine for a minimum of 14 days. Group III encompasses all remaining countries, including most of Asia and Africa; animals from these origins must serve a minimum 30-day quarantine at an AFCD-approved facility, with advance booking essential as spaces are strictly limited. A Special Permit must be applied for at least 30 days before the intended arrival date for Group II and III animals. An official veterinary health certificate issued by a government veterinarian in the country of origin is mandatory for all imports. A maximum of two dogs or cats may be imported per permit; additional animals require a commercial import permit. Animals under four months of age are prohibited from import. Dangerous dog breeds — specifically the pit bull terrier, Japanese tosa, dogo Argentino, and fila Brasileiro — are classified as known dangerous dogs under the Dangerous Dogs Regulation and require a special licence; they must be muzzled and kept on a leash at all times in public. Exotic species are subject to CITES controls and the Protection of Endangered Species Ordinance.

Transport

All pets must arrive through Hong Kong International Airport (HKIA) as manifest cargo or excess baggage and are subject to inspection by the Agriculture, Fisheries and Conservation Department (AFCD) on arrival; Cathay Pacific accepts pets as cargo only — no in-cabin travel is permitted — and requires advance booking through the airline's cargo division with all AFCD documentation in order.
