Spain's diplomatic and consular network is administered by the Ministerio de Asuntos Exteriores, Unión Europea y Cooperación (MAEC), which oversees the Servicio Exterior del Estado — the corps of ambassadors, consuls-general, and consular staff representing Spanish interests across approximately 120 countries. For Spanish nationals abroad (the estimated 2.8 million registered through the Padrón de Españoles Residentes en el Extranjero), consulates serve as the primary access point for a broad range of citizen services. Spanish consulates in major emigration destinations — particularly across Latin America and within the European Union — also facilitate SIP (Sistema de Información de Población) healthcare card renewals for nationals who retain residence links to Spanish autonomous communities, coordinating with regional health administrations. Spain maintains particularly dense consular infrastructure in Argentina, where descendants of the early-twentieth-century Spanish emigration wave still number in the millions, as well as in France, Germany, Switzerland, and the United Kingdom, reflecting mid-century labour migration patterns. In Latin America, consulates additionally support bilateral cultural diplomacy through the Instituto Cervantes network. Spain's diplomatic corps operates under the political direction of the Minister of Foreign Affairs and is structured through geographic directorates-general within MAEC.
