South Korea's Ministry of Foreign Affairs (외교부, MOFA) is the central authority for foreign policy, treaty administration, and consular protection of Korean nationals abroad. Its public portal at mofa.go.kr provides access to visa guidance, mission directories, and travel advisories. For travel safety, MOFA operates the 0404.go.kr Safe Overseas Travel Portal, publishing country-by-country security alerts across four alert levels. Overseas Koreans facing emergencies can reach a 24-hour consular call centre by dialling international code + 800-2100-0404, connecting directly to MOFA's protection division or the nearest mission. South Korea operates approximately 187 overseas missions across roughly 108 countries, including 114 embassies and high commissions and 60 consulates general. The Overseas Koreans Agency (재외동포청, OKA), a vice-ministerial body launched in June 2023 and headquartered in Incheon, serves approximately 7.5 million overseas Koreans through education, cultural programming, and economic networking. Under the Overseas Korean Act (재외동포법), both Korean nationals residing abroad long-term and ethnic Korean descendants holding foreign nationality may qualify for the F-4 Overseas Korean Visa, granting residence rights and access to national health insurance. Overseas Korean Registration (재외국민등록, Hangugin-Hoegun) is mandatory for citizens abroad more than 90 consecutive days and can be completed via the Consular Services 24 portal (g4k.go.kr), which integrates directly with Korea's national ID infrastructure. Korean citizens aged 18 and over may vote in presidential and National Assembly elections from abroad at polling stations established within Korean missions, following advance registration through the National Election Commission.
