South Africa's diplomatic network is administered by the Department of International Relations and Cooperation (DIRCO), which maintains approximately 120 foreign representations — including embassies, high commissions, and consulates-general — across all continents. The network serves an estimated diaspora of over one million South Africans living abroad, with the largest concentrations in the United Kingdom, Australia, the United States, and the UAE. Missions provide a full range of consular services, including the issuance and renewal of the Smart ID Card and South African passports. South African citizens abroad are entitled to vote in national presidential and parliamentary elections in person at registered diplomatic missions on election day; overseas voter registration has steadily grown since the system was introduced in 1999. Post-apartheid foreign policy, articulated through DIRCO's "African Agenda" framework, positions South Africa as a leading voice for continental integration and governance reform. South Africa is a founding member of the African Union (2002), a key contributor to AU peacekeeping and mediation efforts, and has served multiple terms on the UN Security Council. On the global stage, South Africa joined BRICS in 2011 and hosted the landmark 2023 Johannesburg Summit at which the bloc admitted six new members. This dual engagement — African multilateralism alongside South-South economic cooperation — defines DIRCO's strategic orientation and underpins its relatively large diplomatic footprint for a developing economy.
