🇳🇴 Pet Import to Norway

Norway is a member of the European Economic Area (EEA) and applies the EU Pet Travel Regulation (EU) No 576/2013, making it one of the most integrated non-EU states in terms of pet movement rules. Dogs, cats, and ferrets entering Norway must carry an ISO 11784/11785-compliant microchip and a valid EU Pet Passport (for EU/EEA origin animals) or an official non-EU animal health certificate. Rabies vaccination must be administered after microchip implantation and at least 21 days before first entry; subsequent valid vaccinations within the booster window require no repeat waiting period. No quarantine applies for pets arriving from EU/EEA member states or listed third countries meeting equivalent standards. Norway is one of only four EU/EEA jurisdictions — alongside Ireland, Finland, Malta, and the UK (historically) — that mandate Echinococcus multilocularis (tapeworm) treatment for dogs before entry. The treatment must be administered by a veterinarian using an approved praziquantel product between 24 and 120 hours before arrival. Mattilsynet (the Norwegian Food Safety Authority) administers all pet import rules and conducts spot checks at border points including Oslo Gardermoen airport. Pets arriving from non-listed third countries must present a FAVN rabies antibody titer test result of at least 0.5 IU/ml, taken no earlier than 30 days after rabies vaccination, followed by a mandatory three-month waiting period before entry. The non-commercial movement limit is five pets per person. Svalbard (Spitsbergen) is expressly excluded from mainland Norwegian pet import rules and has its own considerably stricter biosecurity regime; separate permits are required and most pet species cannot be brought to Svalbard at all. Norwegian law prohibits six dog breeds under the Dog Act: American pit bull terrier, fila brasileiro, tosa, dogo Argentino, Czechoslovakian wolfdog, and wolf-dog hybrids. Exotic species require CITES permits and must comply with the Norwegian Biodiversity Act.

Oslo Gardermoen (OSL) is the primary international gateway for pet arrivals; SAS and Norwegian Air permit small pets in cabin (typically up to 8 kg including carrier) and larger animals as checked cargo, subject to breed restrictions and advance booking requirements.
