Estonia, as a European Union member state, applies the EU Pet Travel Regulation (EU) No 576/2013 for the movement of pet dogs, cats, and ferrets. The Agriculture and Food Board (PTA — Põllumajandus- ja Toiduamet) is the competent authority administering all pet import and border inspections. For pets travelling from other EU member states or listed third countries, the requirements are straightforward: the animal must be microchipped to ISO 11784/11785 standard, vaccinated against rabies at least 21 days after microchip implantation, and accompanied by an EU Pet Passport or an official animal health certificate. No quarantine applies to compliant arrivals. A maximum of five pets per traveller is permitted for non-commercial movements. For pets arriving from non-EU listed third countries, an official animal health certificate is required in addition to the standard microchip and rabies vaccination. Pets from non-listed third countries face more stringent requirements: a rabies antibody titre test (FAVN, showing a result of at least 0.5 IU/ml) must be performed at an approved laboratory, followed by a mandatory three-month waiting period before entry. Unlike some EU members such as Ireland, Norway, Finland, and Malta, Estonia does not require tapeworm (Echinococcus) treatment prior to entry. Estonia has no breed-specific bans under the Estonian Animal Protection Act, and all dogs in Estonia must be registered in the Estonian Population Register — a separate administrative step from the import process itself. Exotic species are subject to CITES regulations and the Estonian Nature Conservation Act.
