The Israel Ministry of Foreign Affairs (Misrad HaHutz / משרד החוץ), headquartered in Jerusalem, oversees a global network of approximately 110–115 resident missions — embassies, consulates-general, and representative offices — spanning some 165 countries that maintain diplomatic relations with Israel. A Citizens Bureau function embedded in each mission provides consular services to the estimated 700,000 Israelis living abroad: passport renewal, civil registration, emergency assistance, and notarial services. In major postings such as London, Paris, and New York, a dedicated "Israeli House" department acts as a community hub for the local Israeli community. Consulates play a central role in Aliyah processing, working alongside Jewish Agency emissaries to verify eligibility documents, conduct consular interviews, and issue immigrant (oleh) visas; Nefesh B'Nefesh operates in close partnership with Israeli missions in North America and the UK to streamline the process. MASA Israel Journey — the Government of Israel and Jewish Agency joint programme connecting diaspora youth aged 16–50 to long-term experiences in Israel — relies on Israeli embassies as the official government-side liaison point for outreach and referrals in each host country. Where no resident mission exists, honorary consulates extend Israel's reach into countries with limited or no formal diplomatic relations, facilitating trade contacts and citizen emergency referrals, though they cannot issue visas or Aliyah documentation. Israeli diplomatic premises are among the most heavily secured in the world, operating with layered perimeter controls, Shin Bet security personnel, and appointment-only public access owing to persistent threat environments from state and non-state actors.
